Abstract

This article investigates issues concerning Italian emigrant communities in Germany and the related diplomatic and consular arguments in the period between 1973 and 1979. Beginning with the topic of guest workers (Gastarbeiter), the political debate between the Federal Republic of Germany and the Italian Republic is thus understood in the overall context of European integration then in full swing. Novelties emerge on reformism and union measures suited to the needs of the time, given the opening of markets accompanied by the concept of European citizenship.
